A bill giving Gay and Lesbian Americans federal protection from hate crimes stalled after senate republicans refused to limit debate on the measure.
Senate republicans said afterward that the bill has no chance of passage in the House, which has rejected it twice in recent years, unless they can amend it.
Senate Republican Leader Trent Lott, suggesting that the Senate should be working on terrorism prevention instead of hate crimes, said "The greatest hate crime of all, which we should be dealing with right now, is the hate crime of terrorism against America."
