It came up during a Q&A segment on his program. An audience member questioned the morality of the genocides. Here's a link (I hope I copied this correctly)
http://www.positiveatheism.org/hist/quotes/revpat.htm#MIDIANITES
It's obvious -even to his co-host-that he pulled the answer out of his ass. In any case, Pat Robertson, that defender of the sanctity of human life, apparently thinks there are valid reasons to kill people, and one of those items on his List of Acceptable Reasons To Kill People is homosexuality. If you look at the list, the only item on it that might justify a death sentence ,to any reasonable person, is child sacrifice. But it's mighty hard to take a moral high ground on that if you're also slaughtering the children of the city. (Pat shrugs off that detail entirely.)
Note from his answer that he seems to be saying sexual orientation is a genetic trait, a rather unusual view for a conservative Christian of his stripe. I wouldn't make too much of that though, since he also seems to think that idolatry and child sacrifice are genetic traits.
Oh, and I love his follow up answer to Danuta's question, because it's so, so unbelievably STUPID!
As a minister...he really sucks.

I really wish I had a copy of Pat Robertson saying that - it would be fantastic to put up on YouTube.

Hopefully they're talking about the unfortunate passing of Pat Robertson, who dropped dead of shock.
Yeah, I know it's mean to say things like that, but Pat's actually said, on his show, that it's okay to kill homosexuals. (It was in 1986, when he had fewer viewers and there was no internet. Nowadays he'd never get away with saying shit like that out loud.)
